In the Java Edition, you can use /ban or /ban-ip to ban players/ips.
In Bedrock, there is no way to ban players. Why? Ask Mojang.

Hey can you think a ban glitch? Basically it's if you ban someone for about 3 months or so then you cannot unban them. I tried multiple times (even on the ban player list) but once it refreshes then it keeps the players name on it.

Alternative method: Go into players, then banned players, then delete whoever you want to be unabnned!
