As a scrum master, I will check whether the retrospective process was followed or not, and if it was, what were the findings and what action they had taken? Check if user story mapping in the sprint is happening or not.

Any big or specific impediment was there because that team could not achieve the target.

As a Scrum Master, they should facilitate a conversation between the Developers and Product Owner to understand the situation. The Developers may need more clarity and understanding regarding requirements (this can be done in PBR or Sprint Planning), or it may be too much work for the team in one sprint, so ensuring the team is not overcommitting can be done as well. The Scrum master can also coach the team on creating practical Sprint Goals using methods such as S.M.A.R.T. to ensure the goal is met at the end of each Sprint.

Many factors might be the reasons for the team to not meet their goals, which may include but not limited to
1. Do we have the right skills?
2. Are we over committing ?
3. Are their internal or external pressures?
4. Could it be our team capacity for each sprint ?
Etc.
As a scrum master it’s is important to encourage transparency by communicating with the team and encouraging openness which is one of the reasons why we have the sprint retrospective meeting where we can discuss the above questions and solutions to them. Which is us inspecting and adapting.

In this situation as a Scrum Master, we need to observe what is lacking in the team or a particular Sprint.
Either the team needs more clarity or they don’t have the required skill set to progress.
If they need clarity, the Product Owner can help to get the clarity or skill sets we can accommodate within the team or ask for help from the other resource.

1. Try & Find out where it went wrong in estimating user stories.
2. Ask team to continue working in best way possible.
3. Encourage team to be cross functional in achieving sprint goal.
4. Host meeting between PO & development team and ask him to adjust the sprint in best way possible without disturbing sprint goal.
