They changed all this in 8.1 and there is no "User" tab. Microsoft is getting pretty crappy.

Does it work for a toshiba computer? It's windows as well, but I can't find the settings

Yeah man it is pretty crappy. They are trying to make it more and more user friendly so anyone can use it. Sadly it has a big impact on geeks.
