You may find you have a backup of the file in the Windows 10 driver store.

Worked on 06/01/2020. I had built a new AMD desktop, and switched from an old nVidia card in the laptop to and AMD graphics card in the desktop.
File search found AMD_OpenCL64.dll, but that must not have been good enough... or perhaps the file was not installed because one already existed.
AFTER the build, I removed the old nVidia drivers, which must have removed the file from \Windows\System32.
Copied the file with matching date/time stamp into \Windows\System32, restarted, and all is good.

Oh my god. You've just described exactly not only my issue, but what caused it (removing nvidia gpu and drivers) I've been trying to get blender to use my stupid gpu for days now.

You hit me right on the head. I had accidentally installed both AMD and NVIDIA, and when troubleshooting a gaming issue, I discerned having both might be causing a driver conflict, uninstalled my NVIDIA stuff (since it was an AMD computer) and lo the issue had begun. Restarting the computer now, let's see if this changes anything.

good lord, it was that easy. literally been banging my head against this problem for multiple days and hours, and so many of the 'how to fix' this problem are blurry screen shots of no real explinations just have 4 windows open, not what windows, drag some file from one to the other, not which file. sigh. just ready to be done with this problem. thanks.
