The best Theory is that The Windows 9 was in development but during its development and near the release date, it was made known that Windows 8 was a Failure due to its complex and user unfriendly UI so they took the project and resigned it on windows 9 with mix of Win 7 and Win 8.1, the friendly ness and Simpler and Richer UI to make Win 10

Exact reason is windows 9 in alpha state was way to bugy even for a alpha build and after scrapping majority of the new code they remade win 9 codebase and to clear confusing in devs it is developed as win10
