Exactly where is the oclusion band wrapped in this video? via biceps or around the armpits going to the delts?

if anyone knows is it possible to use for the deltoids? how would you do it, and how effective is it?

Not what I expected to see. Wrong techniques. The back press is a wrong exercise for the shoulders and it damages the rotator cuff.
