We messed with this several years ago. We found if you use the Terra cotta base with it on your enamel plate or pie tin with two candles inside actually works pretty good. Seemed a chunk of wood underneath just absorbed the heat 🤷‍♂️

If candle power worked we wouldn't be buying heaters with thousands of BTU output that use other energy sources. Most of the videos I've seen on this, people measure the temperature of the flowerpot. They never seem to measure the change in room temperature at head height. Plus, burning enough tealights to affect room temperature will set off smoke detectors.
