Special VFR

This is well illustrated and helpful for student pilots. To dig a bit deeper, please give a reference to your claim that the pilot at the satellite airport does not need an SVFR clearance if the wx at the satellite is VFR but it is not at the primary. In a reverse situation, if the primary airport is VFR but there is localized wx at the satellite that is less than VFR, JO7110.65Y allows the pilot at the satellite to report that wx to the tower and receive an SVFR clearance. Presumably, in your illustration, the pilot at the satellite wants to depart the Delta airspace in the shortest direction.. In that case if he cannot communicate with the tower on the ground he must call expeditiously as soon as he can when airborne.. If leaving the Class D by the shortest route he will be clear of the Delta airspace before he could get a call in. Of course, if returning, he will have to call before entering. On the other hand, maybe he wants to go to and land at the primary airport, or transit the area to the east, which would allow for an additional scenario. Some additional enlargement of this scenario would be helpful.
