So the crashed pilot was doing SVFR in a weather condition where he couldn't maintain VFR, descended to see better
and didn't tell the controller about it?

If he cant see terrains, and wanted to avoild cloud/fog shouldnt he at least request some radar vectors or something to avoid collision? 'Just descending until we can see something' doesnt sound very professional to me. (Im not the expert tho)

well I guess he had a good reason to do so.
