It’s been about 18 months since this announcement and Microsoft has not issued a single update on this “new licensing benefit” update released back in August of 2022. I think Alexander & Floris hit the nail right on the head in that many SPLA customers will be unhappy. I completely agree. There’s not really a great alternative for the small ISV – even moving to Azure (a “listed provider”) as this move distances the ISV from the eventual end client.

Thanks a lot for deep diving into the topic. It's definitely a great decision by Microsoft which re-transform traditional SMB vendors. 3 year upfront payment / VDA license have been huge roadblocks for small companies for years. I think Chromebook's market rise affected Microsoft's strategy.

Can you please guide if SPLA partner is using VMware as virtualization layer, in that case for DaaS scenario can they use RDS license. If yes than for 20 user they need to report 20 license or they can use 2 RDS which they are get under Windows server license and report only 18 RDS license. Please guide!

In case of Migration from Onprem to AWS, can we give Windows Server Core base license under SPLA.. As per my understanding and what I can understand from SPUR we can't.. but need expert comment from expert on this.. :)
