Not sure that 19 and 20 were stronger than King Cold and Cooler. 19 was just as ineffective against super saiyans as King Cold, and 20 lost to Piccolo who was weaker than super saiyan Vegeta at the time. I also think that Hirudegarn is debatably weaker than Janemba. While Hirudegarn defeated both super saiyan 3 Gotenks and Ultimate Gohan, he lost to super saiyan 3 Goku, who Janemba defeated. It also could be argued that Hirudegarn fought the stronger super saiyan 3 Goku, which is why it's debatable who is stronger between Janemba and Hirudegarn. Also, Zamasu himself wasn't stronger than the strongest Buu, even if he was the strongest Kai alive that surpassed most of the Supreme Kais. Plus, fused Zamasu isn't the strongest villain. Moro, Gas, Cell MAX, and Black Frieza far surpassed his strength.

Immortality doesnt make someone strong just harder to kill by traditional means.. Garlic Jr can only be "killed" by Zeno too.

People are forgetting that Goku said that if he and Vegeta had senzu beans they'd probably be able to pierce through Zamasu's essence.
