People have been talking term limits for decades but the people in power are not going to vote themselves out of it.

We have a local grocery store that flies a huge American flag at all of its locations. They lower it to half mast whenever there is a mass shooting in the country. It was at full mast a few days ago and it took me by surprise. I realized in that moment that I had gotten used to seeing it at half mast. Political experience have it's own value.
You throw out people after one or two terms in senate or congress then they are not serious about work but getting most out of it.
What you need is ban on political donations.
How donations should work is that each person gets 100$ to his bank account which he can use only for political donation. If he doesn't donate them the money goes back to the state. whatever candidates got and how he spends money must be published.
They must make every assets and income public. It should be regular process. No lobbying. You can argue for your case but any back handed money supply to candidates should be treated as bribe.

The issue of not doing anything about gun violence is not an issue of stagnation, it's an issue of obstruction.

School shootings are a dime a dozen in the USA now. Put that in perspective, the last school shooting to happen in the UK was in 1998.

Take a wild guess what stopped that from happening and why UK parents don't have to worry about something like that

Without getting money out of politics, term limits turn legislators into lobbyists at an accelerated rate. Then you have less experienced legislators who would be more easily influenced by said lobbyists. If we institute term limits without getting money out of politics it might actually make it worse. Money out of politics is the actual issue.

Term limits is a big step forward. Of course, no career politician in their sane minds would ever vote on something like that. It's just like the Oracle said: "What does all men with power wants? More power."
