Mahalo Council members and testifiers.
Bill 48 needs to be law asap. The fuel must be relocated immediately, and flushing contaminated water down storm drains must stop, we know it goes to the ocean. The State Department of Health position is weak, vague, and empowers the Navy to keep the storage of fuel tanks. The only action is defuel and never ever have a fuel tank above an aquifer.

The navy should remove the tanks if not send the commender in charge to prison if he or she wants to fight this order.
