With All due respect, There is no such thing as Semi formal in IELTS -Keept it simple, if it is friends or family its informal, other then that all letters are formal. Check IELTS advantage channel. I am not saying Mr Qasim is not good but please refer to more source.

IELTS General Task 1 – Letter Writing
1. Formal – When writing to an unknown person.
a. Dear Sir/Madam,
b. End – Yours Faithful
2. Semi Formal – Known person but not a family member or a friend – For instance, a neighbor
a. Dear Mr. Smith,
b. End - Yours Sincerely
3. Informal – Family members, friends
a. Dear Asad,
b. End – Profound Regards, Warm Regards
4. Parts of Letter
a. Salutation – Dear Sir/Madam, Dear Mr. Smith, etc.
b. Statement of Purpose – Who are you and why are you writing this letter – In Semi formal and formal. While in Informal, you start with some informal greetings.
c. Letter Details – As given in the test task – can be divided into different parts or a single long paragraph.
d. Statement of Request: Semi formal or Formal
e. Farewell -
