Okay, what you do is that you fill up the vial where you pick up the quest in the pool/moon well and then fly over to where I am, you can see where to go after filling up the vial by opening you're map, the default keybind for opening the map is the button ''M''.

Where I pick up the quest I jump in that water and use the quest item, then fly over to the hill in the water between all the tree's and use the item there.
If you open you're map (Default button ''M'' you can see where to drop the water after you fill the vial up at the start.)
