I thing with blue eyes is that it only is recognizable if you are super close to that person or that person is standing in a very bright lighting space.

its about contrast so like if you generall have very light features like pale skin and blond hair then dark eyes will look better, And if you have darker skin then lighter eyes and could go other way around
