The Big Picture - Tackling Human Trafficking

Last month, the Office of the United Nations High Commissioner for Human Rights warned the world that the Covid-19 pandemic would lead to a major increase in human trafficking. India’s Home Ministry responded by issuing an advisory to its state governments earlier this month, with clear instructions to set up or improve local anti-trafficking networks. The Ministry has written to states and Union territories to expedite the setting up of new anti-human trafficking units (AHTUs) and upgrade the infrastructure of existing ones to ‘combat and prevent’ human trafficking. The AHTUs are an integrated task force to prevent and combat the menace of human trafficking. Trained representatives from the police, department of women and child development, other relevant departments and renowned non-government organisations are part of the unit which was first established in 2007. While the Central government has provided financial assistance for setting up physical infrastructure in these units, it is the responsibility of various states to depute suitable manpower to manage them. In The Big Picture on world day against trafficking in persons, we analyse how to tackle human trafficking in the country.

Trafficking is like a modern form of slavery. It's an organised crime. 21 million people are trafficked in year 2019 as per reports.The magnitude and scale of the problem is enormous considering huge underreporting, and the scale of industry which is around 150 billion dollars . Reasons for which it is done are:
1)organ donation 2)sex and prostitution 3) demand for womb and egg 4forced labour especially by children. Etc
Pushing factors:1) Poverty, which has enhanced due to covid
2)promise of Better future like job or marriage
3) the deserted women and children, especially uneducated fall prey to this menace.
Challenges: 1) evolving and dynamic nature of traffickers 2)covert ways of conducting crime especially through modern technology 3) challenges the poor face 4) little or no coordination among different agencies
Though it is wide spread problem, the more vulnerable regions are 1)along international borders : uttar Pradesh and Nepal. West Bengal and Bangladesh 2) Pune, Delhi Kolkata where there is increasing demand for trafficked women.
Way forward:A) Legal: 1)strict implementation of existing laws related to forced labour and protection of women 2) strengthening criminal justice system at police and prosecution level.3). Convergence between different agencies 4) setting up and strengthen existing infrastructure of ATHUs.- which are dedicated task force to combat the menace.
B) Media level: 1)media should give us news based on fact rather than acting like more agenda setting industry . 2) Viewers point of view. There has to be change in attitude and should pay attention to hear these unpleasant dirty secret realities of world, rather than hearing only pleasant one.
