Cicadas do not even emerge ONLY every 17 years. There are different broods, so large numbers come up all of the time. We just had a major cicada brood come up 3 years ago (brood x). Every brood comes up every 13 to 17 years. This is the first time since 1803 that both of these specific broods (xix and xiii) are emerging simultaneously 😂. I mean, not all cicadas are not even periodical. Annual cicadas exist as well lol
