The main reason that Bill made Mabel’s bubble was after the deal they made when Bill was disguised as Blendin. He said that he would make her a bubble where summer would last forever, and he did, just like he promised.

I actually think bill is lawful evil. He gets people to sign contracts and abides by them, but uses cons, wordplay, and just straight up loophole exploitation to break or bend them.

He forgot that Time Baby can regenerate himself. For example, although Time Baby is weaker than Bill, he managed to be reborn and even remembered the fight.

Ford wanted help researching Gravity Falls, Bill provided the help

Dipper wanted a clue to help him find the author of the journals, Bill broke the laptop and allowed Dipper to find out that McGucket made the laptop

Mabel wanted summer to never end, Bill put her in a ball where she can keep summer going forever

TLDW: He is the embodiment of ego. Every time he wins, it’s because one of the main characters thought of their own needs over others. And every time he loses, it’s because one of the main characters ignore personal gains to help others.
