How hard is to figure out who owned the boat? They all have registration numbers on them...and the titles list the manufacturer's hull number.

Abandoned and Derelict boat does not even have a specified legal definition in most marinas.
an owner who is without sufficient funds is very inclined to do something illegal and environmentally horrible.

A "kind" solution is that marinas be granted a legal method of condemning a boat, before it becomes a HazMat / Dumpster $500/foot nightmare
Such a "Condemned" vessel could be Granted State money to a new owner and a schedule to restore the vessel to Marina standards within 12 months.
Creating such a Grant method would be politically and environmentally advantageous to such state Decision Makers.

Failure to meet the grant stipulations would put the vessel up for a Renovation Auction with a similar schedule stipulations and penalties
The point is to NOT put vessels into land fill at the marina or local authorities cost, , but to up-cycle them to enthusiastic new owners who can restore said vessels.
A fiberglass hull is almost ageless, and therefore a good investment for being a boat, and a nightmare for disposing thereof
