The problem is that despite having the Rocksteady name, the internal structure is completely different to 10 years ago. The Heads of Departments; Managers; and Creative Leaders have all left and been replaced with people who will do anything that the publishers demand.
As far as I’m concerned, this isn’t canon to the Arkhamverse.

Allow me to do a little theorizing for ya.
In the Batman “death” cutscene, Harley uses a gun that closely resembles a Chiappa Rhino 60DS, which is also the gun she uses in the DCEU movie, but I digress. That gun uses 9mm rounds and is basically a revolver. Now, with that info in mind, we can predict the impact of the bullet. She shot from a range of no more than a foot between the barrel and Batman’s head. Revolvers aren’t meant to be shot from that close. In addition, not only was she aiming at Batman’s *forehead*, but it’s said earlier in the game that his cowls are lined with lead to keep Superman from seeing through. Lead alone won’t stop a bullet, but it makes a good backing.
Now we come to the circumstantial evidence. In Arkham Knight, Jason Todd tells his men that the weak spot in Batman’s armor is under the shoulder, around the oblique area. If the weak spot was the head, why not shoot there? It’s certainly easier to target. Later, he shoots Batman with a DESERT EAGLE in that exact spot, at the same range, and he shrugs it off after an injection and a little wincing. Arkham Knight is five years before SSKTJL, so he’s definitely improved the armor since then. As I said earlier, Harley was aiming at his forehead. Not the mouth or chin, but the *armored* forehead. A single shot to that area is far from enough to take down the DEFINITIVE Batman.
The only defense in favor of this being his actual death is the blood spatter on Harley’s face, which could have come from any number of ways. For example, he was already bleeding from the exposed area, and he could have jerked his head back.
So I conclude, based on analysis of the so-called “murder weapon”, the victim, and contextual evidence, dear reader, that Arkham Batman is NOT DEAD. But, it’s just a theory. A GA-

Arkham Knight gave Batman a better sendoff. Having Bruce be unmasked, yet still unwavering in his mission, was an awesome moment for the character. And after that, the random thugs on the street actually acknowledge Bruce, being even more terrified of him because they were beaten not by a legend or a monster but a mere man who rose stepped up to do what needed to be done.
