The higher the standing in their culture, the shorter the hair (the empress is bald for ex.). Also, their nails on certain fingers are allowed to grow longer. So this scene is effectively them removing her from her standing as one of the Blood (their title for nobility).

spoilers: in the books Rand duelled him and not instant kill with the one power but the series is so cut down so that would been not believeable I guess so good choice to change it probably. unlike other things like perring being married and whatever for reasons..
