Going at dusk too often equips enemies with NVG later on in the game. Better to always head out ASAP and go as light as you can.
Gear costs GMP, so on-site procurement is the best way to arm yourself and, to put it lightly, git gud.

Always approach bases from the side rather than head on where possible.

Don't be scared to rush in, but rush smart most of all.
If the enemy has your position, relocate and attack from another position, try to pick enemies off one at a time and keep controlled bursts.

Stealth is king, melee, silencers and hold-ups are the best way to liberate a base.
Liberal use of grenades and bullets also do the trick.
