To rename or delete SoftwareDistribution folder you don't need to boot in safe modes:

1. open Powershell (as Administrator)

2. Stop Windows Update service with the following command:
Stop-Service Wuauserv -verbose

3. Rename (or delete) SoftwareDistibution folder (can also with Command Prompt/Powershell with the following command:)
ren SoftwareDistribution.old

4. Start Windows Update service again with the following command:
Start-Service Wuauserv -verbose

Otherwise is Windows corrupted and use the following commands:
sfc /scannow

Cannot updating? Use following command:
dism /online /cleanup-image /restorehealth (WORKS ONLY IF YOU'RE CONNECTED TO THE INTERNET)
