One of the many reasons Megs keeps Starscream around is that he knows Starscream will never let anyone ELSE take the throne, and Starcream always makes HIS move just a little bit too soon. (And he makes a convenient punching bag whenever things go south.)
Here... Megs calmly calculates Soundwave getting to maim Starscream is worth the long term gain.

Funny thing is that both Cybertron games, Aligned novel trilogy (Exodus, Exiles and Retribution) and Transformers: Prime are set in one and the same continuity, which is called an Aligned Continuity (it still doesn’t have an official name from Hasbro, but this nickname is used by fans and media).

A lot of this scene shows a lot of where the Decepticons always end up losing in the grander scheme of things.

For "logic" does not necessarily mean that the argument is in and of itself correct. For if one starts with inaccurate information, either a result of not having enough information... or using information that is outright faked, one can reach a "logical" conclusion based on known facts and still be wrong. It also ignores the potential for deception, which any highly sentient being is capable of doing. And to a great degree, Shockwave should have known or expected something like that from Starscream in that while Starscream's argument was "logical, " the facts or intent behind said logic weren't necessarily what is conveyed in the scene.

For throughout Transformers: Prime, Starscream is portrayed as a lying coward with ambitions beyond his station, up to the end of season two. From there, while Starscream becomes fanatically loyal to Megatron, he still holds onto the perception of authority under Megatron as the "second in command" as jealously as he had sought to undermine Megatron in earlier seasons. It's also been shown that some of that rivalry with Shockwave was there before the series began... as Starscream's frustration at being a "delivery boy" to Shockwave was evident in the flashback episode on how Arcee and Cliffjumper came to Earth. In this... Shockwave had knowledge of Starscream and his personality... along with Starscream's failures.

As such, Shockwave SHOULD have known that Starscream had some other reason for why the plan to deceive Predaking into thinking the Autobots killed his brethren was launched before Shockwave was ready for it. Particularly as Starscream is often seen vocally complaining about Shockwave's presence in season three... and at times when Shockwave is not necessary out of audio-receptor range. It's where with this scene that Shockwave should finished with...

"Your argument is logical. But not correct. I did not need to be under fire to purge my computers of all valuable data, and by rushing your operation, you could have created the potential for something to be missed in such a purge and thus giving the Autobots an advantage if they remained in the area or defeated Predaking. And given your reputation, Starscream, I would suspect that you had another logical reason to put me in danger, and one that would play to your own jealous nature."

The fact that Shockwave just accepts Starscream's argument at face value because it is "logical" would show that the Decepticon mad scientist is not as smart as he's often portrayed to be.

Titles a bit misleading. Shockwave wasn’t planning on killing starscream. He was planning on gouching out his eye making Starscream spend a long painful amount of time one eyed
