I agree that a hand-written thank you note at the job fair is basically "too much, too soon;" save that for after you've met in a one-on-one setting- such as an interview.

There is only one thing that matters with follow up phone calls: use caller id blocking, if they say may I ask who's calling hang up, if you get an answering machine, hang up, don't ever call a toll free number . . . .
