"You know when you try to install something or run anything as admin that box pops up that asks if you really want to do this? That's UAC. It's a security measure to keep the user from accidentally doing something stupid and wrecking the system. Everything in system folder like Program Files is going to be UAC protected. There are many scenarios where a service running on an XAMPP stack may need to write a file or folder and if it's in a UAC protected area it will either have to prompt the user for access every time or just fail to write.

Just install it to a folder on the root of the drive or inside your User folder where you should have full write access. On the root is best so all users can be given write access if needed." by GideonD
