You generally still do need a permit for using a building for habitation (which ironically requires a minimum size larger than 10x10). The 10x10 permit less structure typically applies only to storage sheds.

If you’re in Ontario I believe it’s like 15 square meters now or about 161 square feet without a permit but it can’t have plumbing, one story, etc
