Say is to speak out, While Tell is to Inform.

If we use the verb before a person (there can be a personal pronoun or just a noun), we usually use "tell", e.g.:
— I'm going to TELL you about it.
— You should TELL your teacher.

If there is no listener, "say" should be used.
— He SAID that everything had been beautiful that day.
— "I fell in love with her at the first sight", he SAID.

There are also other verbs, of course, but it's a long story)

Tell is used when there is a grammatical object that reflects indirect object and direct object. Although there are some times when direct object goes first and indirect object disappears, the indirect object stands next to the preposition "to". Say can only reflect one single object next to it Grammatically.

To those wondering, I think tell is when there's a 'receiver'. Pretty much like the response to a stimulus I. E. The link between the verb and the object

The difference is that tell is more of speech directed towards a person or group of people, while saying something is just a general work for speaking.
