Why is Brazil not afraid of strong pressure and firmly cooperates with China in semiconductors？

During the previous Brazilian government, the country considered banning the use of Chinese telecommunications equipment, but quickly backed down after operators complained that such bans would push up prices. I was not aware that Brazil and or china to be the leaders of semi conductor innovation and manufacturing. China can throw every last yuan at semi conductor manufacturing and will still not have the latest technology in semi conductor. What are they trying to achieve?
