Cement is a binding agent, what makes it strong is when you mix it with sand and peebles or rocks, which is way less expensive than the cement itself, driving the material cost lower and makes it tougher too. This type of method of just soaking up the bag is called, lazy-moronic style.

Cement was meant as binder for sand and gravel. That's what gives it the hardness and strength. What they are doing was wasting cement.

For bag cementation just lay the cement bag and make thousands of needle holes then leave it without watering it slowly the moisture in air will cause the cement to solidify through metamorphosis giving hard setting
But instantaneously putting water can cause surface hardification but the inner part will transform into brittle cement by amphorification .

I have seen this exact method with a brand in china where its pre-mixed with gravel and sand . Its used in very remote area where sand it just too rounded off like you see in desert sand like gobi and xinjiang province . Later i saw it in Philippines and india for personal use . It was almost half the price of one bag of cement . It was pretty neat tech . In india i saw it being used as quick platform for flag post and radio tower in remote area for normal car drivers to tell them on radio that ahead on highway it will be land-slide area so be careful
