It is not free money to sign a petition it is because you already signed a petition and it is a chance to win - not a direct payment to everyone that signs a non-partisan petition that supports the Constitution. And encouragement to be a registered voter - again a non-partisan issue.
The most brilliant man on planet earth has checked this out with lawyers I am sure. The DA probably knows it is legal but is engaging in Lawfare and propaganda.
