Senate Democrats fail to change filibuster rule to pass voting rights legislation

I'm ok with the concept of a filibuster, but not in its current structure. The minority cannot halt progress of a bill but rather spur debate. But I blame both parties because of the fact this has been the structure for 47 years and no one thought to change it before. Shame on all of them.
