Modal dialogs look cool with a drop shadow effect. I like having a semi-transparent rectangle behind the dialog to grey-out the report behind the dialog. If you also set the background rectangle's action to close the dialog then the user can click anywhere on the background to close the dialog. Another fun challenge is to build dropdown menus using these techniques - the new custom icon buttons work really well for building menu items.

You can add a blank text box of the size of the page behind the popup window so that user does not interacts with the visuals or else if someone clicks on any visual that visual gets on top of the popup window. Also, you can add the the close button bookmark to that blank text box so if user click anywhere on the page it will close the popup window.

This is a great workaround for the lack of popups in PBI. Just imagine also if you could have conditional popups (like when you load the report, a popup will appear based on a value in a card to highlight, perhaps, that action is required ).
