The problem with sanctioning PDVSA is that it would give Maduro a really good excuse for any economic troubles. Of course, it _really would_ hurt Venezuela, but the government could really blame _everything else_ on the US as well. They already do, but this would reinforce that narrative significantly, and may end up securing the regime. At least in the near term.
