These people are Inuits living in western Canada. The thing they wears on their head is actually a pair of glasses called Inuit snow googles. The places where they live are mostly covered in snow, and prolonged exposure to snow can easily cause snow blindness. Therefore, the goggles they wear, can effectively prevent snow blindness. These goggles are usually made of bone, wood, or leather. They are hollowed out in the middle and have a narrow slit opened. they only allow observation through the narrow slit in the middle, effectively preventing ultraviolet radiation from entering the eyes

As an Inuit, the video is mostly right aside from the fact these haven't been used in over a hundred years. I grew up with cheap $20 sunglasses which eventually got replaced by Oakleys.
