For those saying visions a machine I don’t think it’s just that, sure he may be able to pick up the hammer whether he’s worthy or not there’s a moment in the movie where he hits ultra with the hammer and there’s a lightning spark indicating that he’s also got the ability’s that the hammer which he could only use if worthy (this is just a theory I saw but I do think it’s got a good probability of being true)

Honestly, I see Tony's reaction as more of waiting for Steves order to attack. Even though they bicker and disagree at times, but I wouldn't be surprised if Tony himself didn't question or doubt Steve to be one of the few worthy enough to wield Mjolnir.
