Lol most if not all the guards working for or with the inmates lol lol I would put the whole jail on lock down for 3 weeks out of the month 23 hrs a day they would be in there cells or the dorm no phone calls only to the lawyers no rec no commissary and the last 30 days that's when they'll b able to get or do those things and fire the whole staff hire a new tougher staff period
