PVC cement makers highly recommend to chamfer the pipe too.
If you don't, a sharp edge remains and will scrape most of the cement off as you say.

if you don't own the deburr tools what do you do in a pinch? Use a utility knive? sandpaper? both?

Nice demo of the tools, but...pretty unsafe use of that saw. You need to come up with a way of holding your material that your hand isn't so close to the blade.
