Like Luxemburg, Liechtenstein and Monaco, Andorra is one of those remnants of the medieval european feudal system. They only became tax havens rather recently, that is not the reason for their independence. They were just so insignificant, that no one really cared about them. For centuries, the rule over Andorra was disputed between the Counts of Foix (in France) and the Bishops of La Seu d'Urgell (in Spain). Most Bishops in medieval Europe were not only members of the church hierarchy, but also ruling princes and fiefs to their respective kings. Eventually, a compromise was reached and Andorra was turned into a Co-Principality, ruled by both the Count and the Bishop. In later centuries, the County of Foix (and with it the Co-rule over Andorra) was inherited by various noble familes and eventually ended up in the hands of Henri de Bourbon, who later became King Henri IV. of France (and who was the grandfather of Louis XIV.). Since then, the title of Co-Prince was always held by the French Head of State, even after the French Revolution (and all subsequent french revolutions and changes of government). This is the reason, why the French President is Co-Prince of Andorra until even today.

Liechtenstein, Luxemburg, Monaco and Vatican City have interesting historical backgrounds too, but that's a story for another time. ;)

I actually have some ancestry from the Basque Country regions:Pamplona, Alsace-Lorraine, Bilbao, San Sebastian and Biscay, my mom`s from the French part, my dad is from the Spanish part which of course also spread to Italy, Andorra, Algeria, Morocco, parts of Gibraltar, Lisbon and Portugal.
