the cut cords likely mean they do not work, many brands will only send out replacement products for more expensive items with proof that the original was destroyed (hence the cut cord) due to it not being worth shipping the original broken item back

I got a hover board for my son for Christmas and it did the exact same thing. It wouldn't show red when charging only green and when u turned it on it would shut off instantly and mine was brand new in the box. Seems to be a common theme with those boards
