The problem with menstrual underwear is, there's no way to change it without taking off your pants, which means also taking off your shoes, which would be really inconvenient in a public bathroom, especially during a Canadian winter.  All of that could be avoided if the underwear had something like buttons, snaps, or Velcro on the sides
