historically, austria was german for centuries. the austrian ruler was emperor of the holy roman empire (basically the "first reich"). then napoleon came along and dissolved the HRE and soon after, germany would unite in form of the german empire ("second reich"). it was here that the two strongest german states fought a war over hegemony over the german states, which austria lost and became excluded from the rest of germany
