Stunning? Completely foreseeable. He was going to be convicted. He spares himself from having to sit through a trial in which his actions will be laid bare for examination. He gets to sentencing faster and, if jail time is in the cards, there is time for Joe to issue the pardon before leaving office. Timing was very important here.
