I think at 15:50,

(a) Correct cost matrix is [[1, 2, 1, 4], [3, 3, 2, 1], [4, 2, 5, 9]]
(b) Allocation by Vogel's Approximation Method is: [[20, 0, 10, 0], [0, 20, 20, 10], [0, 20, 0, 0]]
(c) Applying u-v method on allocation by Vogel's method gives u1 = -1, u2 = 0, u3 = -1, v1 = 2, v2 = 3, v3 = 2, v4 = 1
(d) Using these u-v values to calculate c_ij-(u_i+v_j) for non-allocated cells gives following matrix: [[dot, 0, dot, 4], [1, dot, dot, dot], [3, dot, 4, 9]] which has all non-negative values for non-allocated cells, hence the solution is optimal.
