He should have been the main villain of the Sequel trilogy. A high ranking admiral, now an intergalactic warlord trying to rebuild a broken empire makes more sense than....whatever Snoke was. I still don't really know.

Thrawn got his name shouted by troops who were devoted to him despite being lost in a planet for years separate from the empire.
Even if vastly smaller in followers, that alone shows the quality in numbers over being respected than feared.
