The government is trying to protect its citizens privacy? Whaaaat? Well, the government itself isn't affected. But it still sounds too good.
I don't know about an age limit of 16 for WhatsApp though.

Lol my class (13-15 year olds) all still use whatsapp who even thought of a 16 year age limit for an app not any more harmful than text messaging / calling via carrier
