I have not read the books but from the show i get the feeling Daemon don’t want to never be king because even loves and respects his brother too much and as the kings brother he has more freedom to do want he wants then if he was king.

I think that if Viserys had appointed Daemon as heir, then it would have been an ideal option. I don't think Daemon would have become a 'Second Maegor', but he could also have married Rhaenyra.

Viserys loved his brother, but he also knew Daemon should never become king, obviously too unstable to rule, to be fair none of them were like the wise old king Jaehaerys. Then Viserys named Rhaenyra heir going against Westerosi laws of male primogeniture in order to spare the realm from a tyrant, but he failed cause she married Daemon anyway.

What flaws. Daemon was great at everything he did. He was nothing like Maegor. He just knew not to trust sycophants. He was aware that people didn’t love them and didn’t want them as kings. They feared the dragons. Daemond was the cautious one. His brother was willfully blind to the danger the family was always in.
