Generally in English speaking countries- the west- prices are already set and most of the time cashiers cannot play much with the prices.. in theory though this is a nice try

While this is accurate as a way to use speech; it is important to remember cultural context as well. Most English language countries don’t barter. So after the first discount, you are more likely to annoy the seller and loose any discount

Moms : "give it to me in 100 dollars or I leave"
