Scroll Up To The Top Automatically In Folder In Windows 10 | How To Fix Scroll Up Issue On Windows

In Windows, you may get the issue when you do a scroll down in the folder then scroll would automatically get back to the Top after a few seconds. How To Fix this Scrolling Issue on Windows 10 is explained on this video.

My issue is the window on the left jumps back up to the top after about 30 seconds, making it hard to scroll down to lower folders. I didn't have "pick an accent color" set. Also turned off Quick Access and that didn't stop it either.
